Which Portugal Visa Do Americans Need?

Which Portugal Visa Do Americans Need? D7, D8, D2, D3 and Golden Visa Compared

Americans planning to live in Portugal need a residence route that matches their income and intended activity. D7 suits pension or qualifying own income. Remote-work residence suits qualifying overseas employment or clients. D2, D3, family and investment routes cover other circumstances.

Start with how you support yourself and what you intend to do in Portugal. The lowest income figure is not a reason to choose a visa whose purpose does not match your life.

The comparison below covers the routes, the 2026 financial references, family options and the evidence to prepare. A residence visa and the permit you apply for after arrival serve different stages.

Do US citizens need a visa to live in Portugal?

Visa-free visiting and permission to live in Portugal are different. US citizens generally do not need a visa for qualifying tourism or business visits of up to 90 days in a 180-day Schengen period. That allowance is not a residence authorization. US Department of State, Portugal entry information.

A Portuguese residence visa normally allows two entries and a four-month stay so its holder can apply for residence. The permit stage is handled by AIMA, the Agência para a Integração, Migrações e Asilo. Immigration Law, Article 58.

For a planned move from America through the standard residence-visa routes, prepare the application through the Portuguese consular channel serving your US address. VFS Global receives applications for participating consulates. It does not decide whether to grant the visa. Official US national-visa instructions.

D7, D8 and D3 are common research terms. Official systems and checklists can use different numbering. Select the description of the purpose you are applying for, particularly "remote work" versus "accompanying family member."

How do the Portugal residence routes compare?

The routes differ in the income or activity they recognize and the evidence they require. Use this comparison to choose which application deserves a closer assessment, rather than treating it as an approval checklist.

Golden Visa or ARI

Applicants making a qualifying investment

The requirements of the selected investment activity

Mixed income needs closer attention. For example, a person receiving a pension and consulting income should document the two sources separately. A business's turnover and the income available to its owner are also different figures.

Who qualifies for the D7 passive-income visa?

The D7 route is for pensioners and people living on qualifying own income. The subsistence regulation identifies pension income and income from property, intellectual property or financial investments, with evidence of its amount and availability in Portugal. Means-of-subsistence regulation, Article 5(6).

What is the D7 financial reference in 2026?

The first-adult reference is €920 a month, based on the mainland minimum wage. The subsistence scale adds 50% for each additional adult and 30% for each qualifying dependent child. The following figures are arithmetic using that reference, not a household spending forecast.

Household

Twelve-month equivalent

One adult

€920

€11,040

Two adults

€920 + €460 = €1,380

The US D7 checklist asks for 12 months of financial resources using that household scale. It separately requests pension or own-income evidence and availability through a Portuguese bank account. Savings and income are separate parts of the file. A balance alone does not establish the source, regularity or purpose of your income. US D7 checklist, general and specific documents.

Can a D7 resident work in Portugal?

Residence-permit holders generally have rights to employed and independent professional activity under Article 83, subject to special provisions. That later right does not replace the income evidence required to qualify for D7. Immigration Law, Article 83.

A remote salary is therefore a reason to investigate the remote-work route. Do not choose D7 because its financial reference is lower.

Who qualifies for the D8 remote-work residence visa?

The remote-work residence route covers professional activity performed remotely for outside Portugal. Employees and independent workers use different work evidence, but both must establish the qualifying recent income and tax residence. Remote-work regulation, Article 31-A.

What is the remote-work income threshold in 2026?

The statutory test is average monthly professional income over the preceding three months of at least four Portuguese minimum monthly wages. Using the 2026 €920 reference, the calculation is 4 x €920 = €3,680 a month. Article 31-A; 2026 minimum wage.

The €3,680 figure is an income test. It is not an application fee or a requirement to spend that amount every month. Dependents also create household-support and application requirements; assess those separately instead of applying an unexplained multiplier to this test.

What do employees and freelancers submit?

Employees provide an employment contract or an employer declaration confirming the relationship. Independent workers provide the applicable company, service-contract or services evidence. The US remote-work checklist also requests recent income proof and a US tax-residence certificate. US remote-work residence checklist.

An employee should discuss the move with the employer before relying on continued employment. Permission to work from Portugal, payroll arrangements and tax or social-security responsibilities deserve their own assessment. Visa eligibility does not resolve those questions for the employer.

Residence or temporary stay?

Portugal publishes separate remote-work checklists for temporary stay and residence. Temporary-stay visas are for stays of less than a year; the residence version leads to an application for a residence permit. Choose the version that matches your plan. VFS US national-visa categories.

What are the D2 and D3 routes for?

D2 concerns business or independent professional activity; D3 concerns qualifying professional roles. They require evidence of the activity itself. Neither is a general fallback for an applicant who lacks pension income or qualifying remote work.

D2 entrepreneur or independent professional

Article 60 distinguishes independent professional activity from entrepreneurship. The independent route includes service-contract and, where applicable, professional-qualification requirements. The entrepreneurial route involves investment activity or evidence of available resources and an intention to invest, with a separate provision for qualifying incubated projects. Immigration Law, Article 60.

A proposed business needs a credible explanation of its customers, activity, resources and operating costs. Registering a company alone does not explain how it operates or how you support yourself.

The cited law does not set one universal business-investment amount for every D2 applicant. Assess the resources your specific activity needs. Do not treat a consultant's suggested starting budget as a statutory approval threshold.

D3 and highly qualified professional activity

The professional categories include qualifying teaching, highly skilled and cultural activity, with specific evidence for the role. The salaried highly qualified route has contract-duration, remuneration and qualification conditions. Article 61-A currently specifies a contract or promise lasting at least six months and the relevant salary formula. Immigration Law, Articles 61 and 61-A; Article 61-A detail.

Use the checklist for the actual role. A job title such as "consultant" or "manager" does not by itself prove that the category applies.

What does the Golden Visa still offer?

The Golden Visa is an investment residence authorization, not a citizenship purchase. Its official name is Autorização de de Residência para Atividade de Investimento (ARI). It uses an investment-residence process rather than the standard D7 or remote-work consular application.

Current qualifying activities include specified investment, research, cultural and job-creation routes. Examples of the statutory base requirements are €500,000 for eligible non-real-estate investment funds, €500,000 for qualifying research, and €250,000 for qualifying artistic or cultural support. The law also provides a route based on creating at least 10 jobs. Each activity has further conditions; these are not interchangeable payments for residence. Immigration Law, Articles 3 and 90-A.

New qualifying investment activity cannot be directed, directly or indirectly, toward real estate. Buying a home does not create a new Golden Visa entitlement. The base amounts can also have activity-specific qualifications or reductions, so confirm the exact investment before committing funds. Immigration Law, Article 3.

Evaluate the precise activity, capital requirement, holding conditions, residence obligations and charges before choosing it. Have a qualified professional assess the immigration position and the investment risks separately.

The Golden Visa is not automatically the best route for a household intending to live in Portugal. A pension or remote-work route may fit that household without tying up capital in a qualifying investment. Compare the purpose and commitments before comparing promotional prices.

How do family members apply?

Accompanying an initial residence applicant and joining an existing resident are different procedures. Decide which one your household uses before assuming that one person's approval settles everyone else's position.

Applying together

Article 58(5) allows qualifying family-accompanying residence-visa requests to be made simultaneously with the main application. Each person's eligibility and supporting evidence still need assessment. Immigration Law, Article 58.

Prepare the relationship and dependency records that apply to your family. Marriage, birth, custody and adult-child dependency questions require different evidence. Do not assume every adult relative qualifies merely because they are part of your household.

Joining later through family reunification

The October 2025 amendment introduced a general requirement that the sponsor hold a valid residence authorization for at least two years. A 15-month period applies to qualifying spouses or partners who cohabited with the sponsor for at least 18 months immediately before the sponsor entered Portugal. Law 61/2025, Article 98(1) and (2).

The waiting period has exceptions for certain dependent minors or incapacitated family members and qualifying co-parent spouses or partners. Other exceptions cover family members of holders under the specified highly qualified, investment and EU Blue Card provisions. The law also provides exceptional reductions or waivers. Article 98(3) and (4).

These exceptions matter. "Every family must wait two years" is an incomplete answer. Have the relationship, sponsor category and applicable timing assessed before planning separate arrivals.

Which visa leads to Portuguese citizenship fastest?

D7, remote work, D2 and investment residence do not create separate faster ordinary-naturalization periods for Americans. The current nationality law generally requires 10 years of legal residence for US nationals applying under the ordinary residence route, alongside the other statutory conditions. Nationality Law, Article 6.

Nationality applications already pending when the amendment entered into force on 19 May 2026 are governed by the previous wording. Holding a residence permit before that date is not the same as having a pending nationality application. Amending law, Articles 7 and 8.

The amendment repealed the rule counting residence-application waiting time later followed by approval. The residence definition still includes qualifying titles, visas and authorizations. Get individual advice on which periods your records establish. Separate rules can apply to nationality through family ties. Nationality Law, Articles 3 and 15.

Choose a residence route for the life you intend to lead. Then assess the later nationality application under the law applicable to you.

What documents should you prepare?

Build a common identity file, then add the evidence for your route and each family member. The official checklist for your application office remains the starting point.

The standard US file includes the signed application, photographs, passport, applicable status and address evidence, insurance, criminal record and financial documents. Route-specific records establish the purpose of residence. VFS US national-visa documentation.

Use three checkpoints before submission:

  1. Match the evidence to the purpose. Identify pension and investment income for D7, work and earnings for remote residence, and the relevant activity for D2 or D3.
  2. Check dates and legalization. The US instructions specify a police certificate issued less than 90 days before submission. They require an apostilled Federal Bureau of Investigation (FBI) certificate for applicants who have lived in the USA for over a year. Allow time for both the record and apostille.
  3. Confirm accommodation for your route. The US D7 checklist specifies permanent accommodation for at least 12 months. The retrieved US remote-work PDF is not identical, so confirm the current accommodation instructions for that application rather than copying the D7 requirement across.

Sources: US national-visa instructions; US D7 checklist; US remote-work checklist.

Keep copies of the complete submission and record any additional requests. A complete-looking file is not a promise of approval.

How do you choose without creating avoidable problems?

Test the route against your income, intended activity, family plan and evidence before making expensive commitments. The right category is the one you can substantiate.

Ask a specialist to resolve mixed income, unusual dependency, criminal-record issues or uncertain legal eligibility. For accommodation, read the contract and cancellation terms before payment. For employment, obtain agreement on working from Portugal before using that job to support the plan.

Keep visa and tax decisions separate. IFICI eligibility depends on its own conditions, including qualifying activity; a D7, D8 or Golden Visa does not automatically confer the tax incentive. Portuguese tax authority, IFICI eligibility.

The standard residence-visa decision period is generally 60 days, with shorter periods for specified routes. It does not guarantee appointment availability or a residence card within that period. Immigration Law, Article 58.

Once the route is clear, coordinate it with your housing, budget and arrival plan. Our guide to moving to Portugal from the USA covers those next decisions.

Frequently asked questions

Which Portugal visa is easiest for a US citizen to get?

No route is easiest for every applicant. D7 fits qualifying pension or own income; remote-work residence fits qualifying overseas work. An application is more coherent when its purpose, evidence and intended life agree. A lower threshold alone does not establish eligibility.

Can I move to Portugal without a job offer?

A Portuguese job offer is not required for every residence route. Pension or qualifying own income can support D7; qualifying overseas employment or clients can support remote-work residence. You still need to meet the relevant conditions. Subsistence regulation, Article 5; remote-work regulation, Article 31-A.

What is the difference between D7 and D8?

The main difference is the basis of the application: pension or qualifying own income for D7, versus qualifying work performed remotely for outside Portugal for the remote-work route. Their income evidence differs. Mixed-income households should identify each source separately before choosing.

Can I work in Portugal on a D7 visa?

Distinguish the entry visa from the residence permit. Residence-permit holders generally have rights to employed and independent activity under Article 83, subject to special provisions. That does not make earned income a substitute for D7 qualifying evidence. Immigration Law, Article 83.

Which visa leads to citizenship fastest now?

These routes do not have separate faster ordinary-naturalization periods for Americans. See "Which visa leads to Portuguese citizenship fastest?" for the current residence rule, pending-application protection and the distinction between visa selection and nationality eligibility.

Do I apply from the USA or inside Portugal?

For a planned move through a standard residence-visa route, use the Portuguese consular process serving your place of lawful residence, then complete the permit stage in Portugal. Investment residence and qualifying family procedures follow their own processes. A visa-free visit is not a substitute for choosing the correct route. Official US national-visa instructions; Immigration Law, Articles 58, 64 and 90-A.
