Guide to Applying for a Second U.S. Passport

This guide outlines the mandatory steps for applying for a second U.S. passport when your primary passport book is unavailable because it is being held for a Portuguese visa application.

Due to the inability to submit your current physical passport with the application, you must apply in person using Form DS-11. You must attend your appointment at a Passport Acceptance Facility (such as a post office) or a Passport Agency (see locations here).

Required Documentation and Steps:

  1. Form DS-11: Complete the application form.
    1. DO NOT SIGN YOUR FORM until prompted by the passport acceptance agent at your appointment.
  2. Proof of Citizenship: Bring an alternative original proof of U.S. citizenship, such as a certified birth certificate or a previous expired passport.
    1. If using an expired passport it must have been valid for 10 years for adults or 5 years for children under 16.
    2. Also bring a photocopy of your citizenship evidence with the original
  3. Signed Statement: Submit a signed and dated statement that explains two things: your primary passport is currently being held for a visa application, and why you need a second passport (e.g., urgent upcoming travel). 
  4. Passport Photocopy: If possible, include a clear color photocopy of the bio-data page from your primary passport.
  5. Photo and Fees: Provide one new passport photo and pay the standard application fees (typically $130 application fee plus a $35 execution fee).
  6. Bring a physical, photo identification (ID) to your appointment.
    1. Also bring a photocopy of the front and back of your photo ID.

Key Limitations and Considerations

  • Limited Validity: Second passports are typically only valid for 4 years, compared to the standard 10-year validity.
  • Discretionary Approval: Issuance is not guaranteed. The State Department reviews each request individually to ensure there is a legitimate need for "overlapping travel".
  • Special Markings: The second passport will include a special endorsement code to indicate it is a second valid book.
